If the old water bill says it's a 2 unit it's going to be a lot harder and I wouldn't bet on it ever changing. 

Clearly this does not mean all property managers operating with Class D do not have standards but I would bet that the effort given by most for Class D or lower will be subpar and not as attentive when compared to Class C or higher. 

Duplexes are still an eligible property type for the VA, I would think this would be your best bet on starting out given your wife's disapproval of roommates.

But, generally they will be paid......but don't bet on generally.  

In ILL, you can always bet on 18 months or more of unpaid taxes that you have to cover after you buy at auction.

I know we shouldn't bet on appreciation, so I'd be rolling the dice on that one.
