I doubt that the local governments in Southern Italy would ban short-term rentals as they badly need the tourism money so there might be opportunities there.

I think the OP is talking less about bad reviews and more about AirBNB's propensity to sometimes ban entire accounts without warning, often without giving a reason. 

Evolve is everything that gives short-term rentals a bad reputation and is getting us banned in many communities.
