Here is what I've found out on the property..it is a 17 acre tract of land with a home which probably needs demolished, at one time this was a part of a 100 acre tract witch has been lotted off in 20 acre parcels over the last 15 years.

There is a lot of helpful people here and a lot of good information to digest.

A friend purchased a tract of land from an individual who carried the note (California). 

Mayle’s letter argues that individuals cannot be in violation of section of the code in question because it “merely describes the process for obtaining a so-called ‘Lead-Safe Certificate.’”The letter also argues that the health department does not have the ability to issue such a certificate, because it is a “creature of statute with limited enumerated powers.”The initial deadline only applies to properties in the most at-risk census tracts.

This logic is difficult for me to digest given this is mid-year and all the funds are allocated previous year.Anyone with experience or insights?
