If you go the wood framing route you will have to rip the joists that sit on the concrete because garage floors are built with a slope (for water runoff).

The negligence thing has always been interesting to me because it seems so subjective...Gross negligence seems a more straight forward - rare to no inspections, known issues, complete ignorance of potential issues/lack of due diligence (ie: fence around pool w/ locked gate) etc.

The reason the fed's actions have been largely ineffective in curbing inflation is because keeping central bank rates high in this situation is the equivalent of throwing water on a grease fire.
