Yes, there are certain steps that can be taken to help mitigate these risks; visual inspection of the properties by investors before purchasing being one of them.

I'm a visual person and I need to see something be done before all the pieces of the puzzle click together for me.

The kitchen is straight out of the 70's, and there are some nicely dated frilly curtains on all the windows, but based on visual inspection the house itself seems in great shape (Pending professional inspection). 

Park is pretty nicely maintained overall and much more visually attractive than park 2. 

Putting a coat of paint may make it more visually appealing but really won't do anything to affect the other major factors that go into a residential appraisal.

I would hope a written quote, without a visual inspection,would have some stated assumptions/conditions addressing this.

I just went to Barnes and Noble and picked up the book "architectural's in visuals" and it seems to answer my request but if you have any other books that you would recommend, I will look into those as well.Lastly, I forgot to mention this as well.
