I have just had my architect develop a site plan and "as is" layout, as well as "new" drawings and need to get my electrical and engineering and mechanical estimates, but I figure the rehab could be anywhere from $140,000 to $180,000.

You have the project lined up and ready to start but you need a seed round for legal, permits, surveys, contractors, architects etc.  

I worked as an architect in Portland.

Would a local architect know?  

Might want to walk through it with an architect to make sure a second story is even possible.

There are a couple cheaper versions of chief architect that might work for you.  

Have drawings, but would like a licensed architect to take a look. 

It sounds like I may need to get an architect involved and deal with zoning.

I've checked out Philly - a friend is an architect down there and it has been an interest of mine lately....Ultimately yes I'm looking for cash flowing properties, anything around CA you've seen for that?

My ideas are all in my head now, as I have not contacted an architect yet or sought any financing.
