The stars aligned and I had too many hints...

I have had a couple that I moved along as things went, but that was also a subtle hint that I wanted to overhaul the unit or lose the tenant. 

There are banks in PA that do these; some know how to handle landlord tenant accounts better than others (hint - avoid using a bank that is open 7 days a week that has its parent roots in Canada - that bank can screw up a landlord tenant account in more ways than you want to think of).  

(Hint, selling the house is last on the list. 

As @Bill Gulley was hinting maybe your option could include that you do not pay for the lot until 6 months after closing so you can already have the house built and construction loan on it.I see no benefit for the current owner to give you a 10 year exclusive option to purchase with little money down or great terms.

(Hint: cracks and gaps can be fixed with silicone or weather stripping.)

Is it just another one or is there any hint of something different than ones past?

yea he told me people would pay 130 fixed up I educated him on comps but he is hinting that I am low balling I meet with owner sat hope he is not around
