I define a good investment property as one that meets all three of the following criteria: Sustained profitability - The property must generate a positive cash flow today and into the foreseeable future.Likely to appreciate over time.Located in an area where you can make money and business risks are low.The above criteria is a combination of location, the individual property, legislation, ongoing demand and other factors.

I've called several lenders in the Texas area and was informed that a HELOC is not available to investment properties located in Texas (due to some Texas legislation).

Literally the one who helped draft the legislation and teaches classes on the subject.

I wouldn't make assumptions about legislation.

Well, the stated goal of the legislation (the "in theory" part) is to reduce greenhouse emissions by about 90% by 2050.
