@William Hochstedler  Generally that's the case in the high value markets. where tax sales are fruitfulis in areas of CA. .that were developed in the early 1900 as vast subdivisions before subdivision map act became law.. think San Fernando and Riverside counties there where literally millions of lot created ( platted ) with no streets or utls at all. 

They are based in Riverside.

Out here in California, the Inland Empire (Riverside and San Bernardino Counties) is where home prices are low enough with strong enough rents to have a small positive cash flow to start with good upside potential.

So after thinking about this deeply, Im now putting my focus on hard working people with low credit scores and trying to create a Lease Option program for middle class communities.Iv worked with the City of Riverside for over 10 yrs and meeting people and helping them is so rewarding.

--Unincorporated areas continue to follow Riverside Counties vacation rental ordinance, which is among the least restrictive one can find.
