After having managed in both New Britain and Hartford, I would pick a nice area of New Britain over a Nice area of Hartford - unless you are speaking specifically of the West End of Hartford.

Surprisingly there are not a ton of units available, saturation is not a huge issue in those specific areas.

If that is the case it would require a 1031 which is just another layer to the process but ultimately not really that complicated.Without knowing how much repair work would be needed it's difficult to give specific advice.

It is hard to pin down specifically, but that seems to have been a factor in a few of the ARV-Appraisals that I've seen and has impacted the refinancing process.Otherwise, it has been a great market for my clients, great cash flows and repeatability which has really helped as they have scaled.
