It is not uncommon - main reason we see right now is over inflated original ARVs and now borrowers cannot sell and pay off the lender.

Do you need license like you need to become a conventional loan broker aka originator (I happen to be one, licensed in NY and NJ).

Consult an expert, but my understanding of a 1031 is that you can't pay cash for the next deal unless you paid cash for the original one. 

The original closing date was in Oct 2022.  

In some syndications, returns may be higher than 15%, but it can be more risky in that there are usually many people involved and if the operator doesn't perform as originally explained then the process of getting your money back can be a little more tricky.
