Licensed contractors have to be RRP-certified, treat the whole place like nuclear disaster strike, and get fined a ridiculous amount of money if any bags aren't taped closed properly (not that I'm bitter....).In all seriousness, the lead/asbestos stuff is likely a non-issue for that age of house, as it was built at the tail-end of all the changes taking place.

If you're "value-add" strategy has a window less than 5 years then perhaps that might be the best approach but getting approval from the city before going nuclear might provide the best outcome.

@Mitchell Wildman I'm not sure if you heard, but Kemmerer, WY is getting a big nuclear power plant belonging to Bill Gates and paid for largely by the US government that, if I am not mistaken, is replacing the coal power plant.
