Probably the reason for selling, too wimpy to act or the section 8 its seller’s relative. 

Ive been lucky to have nice tenants (even the couple that couldn't pay were not malicious) so this kind of thing has not been an issue in my Bay Area rental.

Either way I don't think I would charge them for this unless it looks like there was malicious intent.

As far as this program goes, all I can say is one neglectful or malicious tenant can do a hell of a lot more damage than two months of security deposit will cover.

Also, without a credit history, it is impossible to weed out the bad actors.
