Living in the DC area, I have found that it was not as easy as I predicted to save up a large chunk of capital, and realized I need to start making moves now to position myself in the future.I now have a small amount of savings (around 15k) that I have considered not pivotal to my everyday life (i.e. expendable).

If you're willing to expend the extra cash, sue them in small claims court as Thomas suggested. 

Plenty of employers (call centers) over that way in Jacksonville near Gate Parkway - Bank of America, Citi, Florida Blue, Fidelity, Fanatics, Comcast, Johnson and Johnson... and the expended town center is right there too. 

Too many landlords have been convinced by lazy landlords that it is simply is not worth expending the time and money chasing debt and punishing these indivules.
