There are versions of fire retardant treated wet-packed cellulose and/or rock wool that can be blown into the joist bays ... check for acceptability / availability in your area.If your basement ceiling is not properly fire rated, it should probably be redone and that would be your opportunity to sound proof the assembly as well.

@Kelcy Smith and @Kumar Appa Please NEVER try to pull the wool over the eyes of anybody, especially those having to do with environmental issues. If 20 years from now, contamination is discovered and town records show an old, buried tank that was surreptitiously removed, they will most likely come after you with fangs bared.Do it by the book, or don't do it at all.

It turns out that when the property was originally parceled off from the old cotton farm it used to be, the old cotton farmer was as sly as a fox and put a Right of First Refusal on future sales in the deed.

I treated all walls halfway up with a crystalline concrete waterproofing solution, sealed up cracks and holes with hydraulic cement, and decided on metal studs throughout the unit with rock wool insulation in walls and ceiling to resist moisture and insects.
