I’ve noticed prices of rehabbed properties in East English Village are higher ($125,000) than its neighboring neighborhoods of Morningside and Cornerstone Village, the ones on Yorkshire, Bishop, Grayton and so on.

Outside of basic math (similar to other industries I am involved with) relationships are a cornerstone of success in whatever facet of real estate you are venturing into.  

I have found, Cornerstone Community Bank, Northwest Georgia Bank, and TVCU to be investor friendly sometimes, it seems to depend some on who you talk to, some on quotas, and a lot on your relationship with them.
