In a duplex that stuff would  smell so I don't think the other unit would have missed it. 

That smells like the bathrooms you want to renovate!  

I realize your an attorney, but that smells like mortgage fraud.

Most of the municipalities have a 2 step process first going through Planning commission for a recommendation, then going before the governing body for approval. 

For sure great paint in and out, house smells fresh and all doorbells works and see if you can get updated appliances

I am working on a home that has a horrible pet urine smell.

It's easy but your body will ache and it will take a lot longer than a pro. 

Now all the foods left inside got rotten and they smell horrible.

Nope....And I would unquestionably want hard core documentation of the actual theft and investigation.... this smells of complete BS, so I would want a TON of evidence that its not before I would consider any change in normal protocol.
