I would strongly recommend getting a pre-approval or a letter of intent before you talk about a Heloc.

I am looking at a pre-foreclosure now in Hawaii, how do you contact the bank or what would be the first step?

I would guess the price they are willing to pay is so low, probably 30% APR, you wouldn't find anything you could make money on.
