Lease the property that needs no special requirements other than ADA type issues to a care provider such as your local mental health association affiliate or possibly a drug rehab or ambulatory clients.

Actually, it does fall under Federal ADA requirements...Section 8 is irrelevant.You DO have to allow them to make modifications at their own expense, and YOU need to evaluate their specific request and make a determination if YOU can "reasonably" make/afford the accommodation requested.
