Usually these guys could speak a foreign language, like Russian in a Russian area.My early knowledge of nearby building "supers" as a teen, is many of them also have daytime jobs, and/or does contracting jobs on the side.

I don't know if anyone remembered this story: https://www.cnbc.com/2014/06/04/how-a-russian-hacker-snatched-100m-from-banks.html  In general, people must always be cautious about security on the internet or security of their personal and financial information (Credit Card, SSN, Bank Accounts, ... etc).

A stronger American dollar has hurt foreign investment (says most new luxury buyers are Americans, over the Chinese/Russian/Brazilian majority from a couple years ago), developments that used to pre-sell are not doing so as rapidly, and you have a lot coming on line Downtown, LIC, Downtown BK, and in Midtown.

Not only does this look like a bluff... what you are describing matches similar phishing emails I routinely get from hackers (Russian hackers) telling me that I need to click the link to clean my account or reset my password.This is the kind of notice that is served in a letter, with a signature... not a header-less email with a deadline in 1.5 weeks.Someone probably got the "bright idea" to hire a some random VA in the Philippines for $2/hour asking them to email a database of property owners that blanket message in the hopes that someone will just reply back, cough up the money our of fear and.... voila!

Its like saying "Well I am invested in Russian stocks, but ya know the USA bond market shows this, and psychology states blah blah" Not useful.The person flipping houses in Hawaii, buying timberland in Oregon, or buying rentals in the Bay Area doesn't care if the long term trend in Detroit was 0% or the entire USA was 3.5%.
