I recently relocated to Miami, FL (temporarily, my husband is completing a 12 month assignment here) and I'm looking for great cash flow neighborhoods in Miami-Dade County.

Usually the strongest factor in these scenarios is price, have you tried temporarily removing the listing and then re-listing after a few days around $1500/month? 

We temporarily moving to my parents place, but will be actively looking for our first home.

If your scenario worked where you were using the HELOC temporarily and paying it back in between deals, then it would make sense to consider it even if you are moving in several years.  

The moratoriums mean if the CANT pay temporarily they are protected from eviction.

Or, you could talk with a financial planner and see what alternative investments would be beneficial to invest in temporarily that can be easily liquified when the time comes to invest in RE.
