It would be a big help to the housing crisis we have in CA. 

With the mortgage crisis in 08, I liquidated all my assets to pay off all my creditors, suppliers and other liabilities and basically started over.

All of my Security Deposits equal one month's rent at LEAST unless there is an extra security deposit needed to help with their qualifications.When the Rent increases, and they always do here in NYC (except for in the financial crisis), I match the security deposit with the new rents.It helps in management in multiple ways, especially as the math is easy.

My thought process behind this is hopefully after we pass this crisis, people will start to travel and vacation again.

Heck, it was one of the causes of the 2008 housing crisis.

I think in Milwaukee, you can pretty much expect that the market will continue to appreciate at a certain, rather slow pace, assuming of course that we don't have any more crisis like we had back in 2008.

get to yield something positive off of leveraging these changes, and ideally simultaneously better the affordability and other housing crisis related issues that have definitely become straining in the city as of late.

It makes Denver look like they're coming up with a solution to the housing crisis and appears to be "win-win."  

Extend and pretend" won't work as well as the last crisis, because interest rates are rising, not falling as they were in the aftermath of the Great Financial Crisis.
