A high percent of the multi-unit properties look like you need a bodyguard and an assault rifle to collect your rent and you had better have a guard watching over any work vehicle with tools inside because your tool will be stolen within seconds and maybe the van.

I don't expect tenant damage to be astronomical, but may need to update an occasional damaged/stolen wall/appliance/etc and clean the premises after the tenant.

In my mind if it included like a refrigerator than I am responsible to keeping it functional and repair or replace it when necessary.Complimentary is when it is an extra that the tenants may use, such as a bbq grill, a kayak, a shed...if it breaks, gets stolen, it is at my discretion and I may or may not repair or replace it, but I don't charge extra for it.Is complimentary the proper word to use in this context?

I've had several of my ads stolen on craigslist and re-written with lower rents. 

I have found this a few times on vacant houses.Most of the electricity stealing we see are people that steal the meter to go put in their house or actually use jumper cables ot bypass the meter and steal from the city. 40% of the REO's we buy have had electricity stolen in the past and it is a big ordeal to get them to come turn the electricity on as they want paid.

If there's little or no rock on the walls and electrical/plumbing is shot/stolen then it will go up to 10-20k or more.

I called and left messages for two, and actually got answers on the other three. 1.One of them said that the house was vacant and boarded up, copper and A/C units had been stolen and they don’t know what do to with it.

Then when you rehabbed all the damages (if you could find a contractor that didn't outright steal from you, which I had thousands stolen from me over the years with different contractors), the local element would come in and steal and/or destroy everything before the rehab was even finished, so the house would be vacant for even longer.
