If it was the middle of winter and temps were below freezing, it would constitute a "Loss of use" and he would have some sort of claim.

Knowing that he has no means to leave the premises without a car thus has to wait for a ride somewhere outside in the freezing night, should not he be watchful and mindful of what might happen? 

As a result the freezer is always running and freezing my veggies and eggs (I'm starting to get used to mashing my eggs with a potato masher in the morning) in the fridge and everything in the freezer is lined with ice and snow and is freezer burned.

There are other ways to prevent your pipes from freezing, this has nothing to do with submetering.The OP never explained what type of property he has, or if he ever considered installing meters or not, or any reason they would be prohibitively expensive.

Also, many have mentioned that some banks may call the loan due if financial circumstances change and/or that they could freeze the LOC if your property value starts to dip. 

Plus, on October 10 they are planning on putting a “6 month freeze” on the conversion of SFH to rental properties.

Until then, there's a freeze on net metering which is what it's called when utility company buys excess power.

In general $1 million and above market is freezing .

So we have had a week without heat and its freezing at night. 

Basic tool box/tool bag containing: cat-paw pry bar (I like the shark), hammer, tape, philips & flat head in 3 sizes each, couple of adjustable wrenches, wire cutters, channel locks, needle nose pliers, nail set, two pipe wrenches, multimeter (get a good one like a fluke and learn how to use it), electrical tape, teflon tape, sharpie, carpenter pencil, utility knife & spare blades, small handsaw, carpenter's square, small level, lightweight spackle, scraper, paint can opener (try to store leftover paint in a non-freezing space at the house where it is used), allen wrench & torque wrench multi-tool, pocket knife, and probably a couple things I can't think of off the top of my head.7.
