Perhaps some new flooring and a coat of paint, but minor things that it is easy to hire someone to do or do yourself (painting is pretty easy unless you have 15 foot ceilings).

TSP -> ozonate -> kilz-> probably a second coat of kilz if brutally bad -> paint it.
