I typically let the tenant know it's time to talk about a move-out plan and present to them a couple of options that will entice them to give up the fight and move on.

What would entice you to do anything about the neighbor downstairs complaining about an A/C unit that you've had forever, are happy with it, and with potentially no complaints in the past by the downstairs neighbor.
