As I can see that backfired and the tenant is reacting because she can’t find a place within her budget, and supposedly housing is trying to help her find a place but she is not having any luck.

A lot of times, they feel like they're going to have to leave, or you're going to drastically raise the rent, but this is not usually the case, especially if they have a long term lease.I would try and get on the phone with the tenant and explain to them what you're trying to do and they have no reason to worry about anything and you have good intentions and you can gauge how they react.
