Yea CA sucks and Im not going to sugar coat it.

I get my bedding from Sam’s Club (we didn’t have a Costco until recently) and I get King sized for the King beds, and layer those with 2 regular sized pillows, two thicker and two a bit thinner.  

We're confident the coating will last a few years but I'm not holding my breath.

Then when you buy with your best discount, rip out all carpet, all pad, spray a bleach water mix on all hard surfaces, use Killz to prime coat the floor, and re carpet.

Once the 2nd coat of primer was done I applied my first coat of Alkyd paint from Behr, waited 4 hrs, sanded, applied a 2nd coat. 

I’m thinking of matching mailboxes, a security light, and a coat of stain for the decking, maybe new house numbers and paint the front door. 

If the tenant is concerned they can close the blinds, you can add a reflective window coating, etc.

Sand and refinish stairs with several coats of poly.

Most people don't paint ceilings for 20 years or more, so it is probably due for a coat anyways.You may also want to post a picture, so we can visualize what you are talking about.
