I have a taxpayer that wants to redeem basically I have cut the grass a couple of times and sprayed the yard with Permethrin poison to kill the fleas and roaches and ants and other bugs and have cleaned up the property extensively because there was trash everywhere and it was kind of overgrown how do I charge for this if I'm charging for the value and not the cost

We have not mentioned the buyers holding costs, taxes, cutting the grass, anything!!

I cut the grass, plow the snow, etc.

This helps to elimate service being cut off and then going through the hassle and expense of having them reconnected. 

If you want to get a good realtor (not some newbie/amateur) having proof of funds just cuts useless BS. 

I would print my own brochures and do about 100 at a time on brochure paper and then go to Staples or Office Max and use their paper cutter for a nice cut in half.

Move out and pay the penalty of cutting their lease off early, maybe offer them their deposit back if they leave the place spotless and also help you find the next tenant?

Time to find a new one or cut out the middle man and do it yourself. 

Cut your expenses back as much as possible and once done sell for whatever the market will pay.
