The asset must generate income on it's own (ie rental).For the IRS, they do not care if you buy a house, improve it and sell it or buy bread, lunch meat and mayo and assemble sandwiches - to them, that's the exact same business model. 

Replace the flusher assembly, they're cheap enough where it's not worth messing around with.

It's never gold bullion so we duct tape them shut and call the scrapper and let him deal with it.

The advantage for them is that they don't have to assemble a team, find good properties and then manage a rehab project all from a distance and do this while they are busy with work, family and other interests.
