You can then slowly inch up to full market rent the following years.You can certainly get them out and go for a new tenant paying full market rent but keep in mind that you are in San Francisco and you might have a hard time evicting a potential bad tenant.

I did have it trimmed, and they dropped large logs onto the roof, which put a small 2 inch hole into the roof and caused a leak 8 months later once enough twigs and leaves caused the roof to allow water to pool when it rained.

This would save you money in the long run as it would reduce your insurance costs and then restore its ability for banks to loan without the flood insurance.Raise the home off the ground so that the floor is 12 inches (or more) above the base flood elevation.
