I can't tell you what a relief that was. 

This downward move in the market is to some extent a relief as it had to happen at some point, and now that it has happened, opportunities will present themselves.From my perspective I think that things need to play out for another month or two before we can better assess how the market will be impacted and where the opportunities are.

An immediate swap would eliminate the risk that the switch to a final sales tax would be only temporary, a failure common to past Tax relief efforts.

a increase in gas pressure would not cause a crack in the boiler, extremely high pressure yes, however that's why their is an expansion tank and a pressure relief vavle

I don't condone an investor exploiting a needy contractor and at the same time , I don't encourage contractors exploiting 70 yr old or some innocent  home owner who thinks he has to pay 66% before job starts .Maryland laws seem to be much better , so that's definitely a relief , Just like how you don't want to depend on " government/laws" to recoup your money , the home owner also will not be thrilled to approach or use one of the so called stringent laws you mentioned .

For Discover, it's part of their SCRA benefits so you need to go to their website and sign up for it (Servicemembers Civil Relief Act, the same law that lets you terminate leases early when you PCS etc). 

This coverage could help the tenant replace their property, which can be a huge relief, especially for big-ticket items.
