Every change made in the last 5-10 years has been pro-tenant or anti-landlord, depending how you look at it.

The government has effectively taken this man's property and given it to the tenant, without any obvious manner of redress.I am not anti-government - I worked for local government for many years - but this is an egregious wrong.
