I thinks a good approach is to normalize the data...so, there is a baseline in your chosen city...and you're not comparing a city with a wildly different makeup to one with different policies and neighborhood profiles...the city should be weighed against itself, not other cities.

For starters, educate yourself extensively on your chosen market, do financial analysis using 60% expenses, require rent rolls and at least two years income statements.
