I think you need to start with zoning and an architect to see what by right you can and can not do.  3-4 months doesn't seem crazy but everyone is definitely busy right now.2. 

This will tell you about required setbacks, max lot coverage, max density, and other factors that could limit the design.It's a good idea to consult with architects and contractors in your area if you want more information.

You need a good architect, knowledge about the city planning/ permitting dept., and need to know how to sub out the work.
