You CAN refinance if you want to, to get rid of MIP or to pull some cash out, but keep in mind you'll be paying a higher interest rate if you refinance to an investor loan instead of an FHA loan.I would actually keep your FHA loan in place if I were you, at least for the foreseeable future.
