 @Natalie Kolodij So i confirmed with the owner, the home sits on pier and beams.

The owner ended up stabilizing the foundation with steel I beams and installing drain tile to keep the basement dry.

The elctric panel is not safe and needs to be replaced, a basement wall has a crack and needs to be beamed, probably cause by water from the missing  downspout extensions. 

Our property was kitty corner to that house, now a museum.Every beam, wall etc was hugely built.

The best tell tale sign is they do have to sit up at least three feet roughly, so they can appear like a pier and beam house especially with nice skirting like a wood or stone covering on bottom.
