If her income has changed, she can notify her S8 caseworker and get her portion reduced mid lease term.Also, S8 tenants are not supposed to be able to keep their voucher if they owe prior landlords $. 

(I do have one other Section 8 property where the tenant already had her voucher, so I understand that my property also has to be approved.)

The only way I rent in the tenant class that has viable eviction potential is via sec8, and in that I just "sick" the sec8 people on them and then there is risk of loosing program voucher. 

Also they're trying to MANDATE government voucher programs-- Banning the ability to say NO to section 8. 

I knew her voucher was only good for up to $950, and market rent was $1,400.

We still adhere to the state laws around deadlines to return security deposits and what we have to do to close out a deposit, but if it got messy it could get messy.We have also been told by our sister company in Denver that this does not work with anyone receiveing a housing voucher/subsidy, which we have also been unable to confirm in our local market including directly with our local housing authority.

Are they S-8 with housing choice voucher, SSI/SSDI, other?

The best way to deal with lower income housing is to utilize Section 8 voucher program. 

Second thing you can try is government housing voucher holders.
