If you're on city water, they may or may not install another meter. 

For example, if I want to install new plumbing in the bathroom because the old one is old and broken, would I need a permit to do these fixes? 

We went all in on renovations—tore down a chimney to open up the space, put on a new roof, installed HVAC, updated floors, and completely redid the kitchen.

I'm actually interviewing PMs and CO Hosts this week, and Handyman for installation of all the furnishings set to show up at the property in January. 

He received quotes to remove the texture ceiling, paint the interior, purchase and install new kitchen cabinets and counters (including completing the design), picked out 2 floorings to get quotes which will be provided this week, and determined furnace is beyond saving (I will likely get HVAC quote for him).  

If you’re still concerned, you could consider installing programmable thermostats or low-flow fixtures to help control costs without relying entirely on tenant behavior. 

I thought  @Elliot B. was talking about installing meters on the supply and return pipes for each unit and measuring BTUs there.

It needs everything: all appliances, cabinets, flooring, tiling... everything.

I think flipping is the way to go on this project since it’s my first deal which has always been the plan but very grateful for some guidance. 5 weeks of tear out, wall paper removal 🙃, new electrical, deck supports, HVAC install…we start putting it back together!
