It depends on the terms and conditions of your application (hopefully you presented a formal offer to lease that provided for forfeiture of deposit if the tenant failed to take possession).

I also think there is some kind of rule that once you formally submit the replat they have to act within 30 days or it is automatically approved. 

And if Trump gets reelected, that could be good for businesses that will most likely plan on growth in hiring and inventory after this somewhat mild contraction. formal california unemployment is above 5 right now..actually if we count tech with 150k jobs we lost 15 percent ….

Licensable vacation rentals are obviously in high demand and offers can become quite competitive, I don't have any formal statistics but I'd say a quality active or eligible vacation rental sells at least twice as fast as a non STR property, the majority within days..My best advice to investors shopping for a hot or high demand asset class is:- Prepare & Practice: Get your ducks (GO UO!) 

A 50% discount from listing price could seem a little unrealistic..but I would not discourage any offer..As for expenses I would request copies of the sellers formal statements or records.
