What is your preferred method of contact and when is a good time? 

In Indianapolis C to B class neighborhoods I have rarely seen insulation upgraded on rentals especially doubles that have never been owner-occupied.  4th air gaps,  poorly fitting windows, and doors can be easily corrected with proper caulk and weatherstripping (usually).

Once you build it correctly, you can offer it to other investors as a service.

It works just fine if the operator knows what theyre doing and structures it correctly.

The only two ways to rectify this are (1) purchase the property far below market price or (2) significantly increase the property net income usually through some method of “repositioning”. 

I do hope that attorney on this forum will chime in and correct my unreliable layman's interpretation.

Another great option is the BRRRR method (Buy, Rehab, Rent, Refinance, Repeat), where you buy a fixer-upper, renovate it, rent it out, and refinance to pull your cash back for the next deal, and this is a good route because most private lenders can go higher LTV than on a rental loan!

Additionally you can always write in what was done to correct it and explain that since then you no longer had issues.
