Totally depends on what the configuration of your system is.

Depending on your scope you may not need a permit; however, the City also has a streamlined "Easy Permit" process for pull & replace projects, in addition to the standard permit process which would be needed for additions or significant interior remodels where you are completely re-configuring rooms or adding bathrooms, etc.

Usually splitting a duct system is tough, depending on how it's configured.

But I think Steve's point, which I agree with, is that if the main panel was wired (or breakers configured) wrongly, than legal or not that is the real issue and tough to pin on the tenant.

Make sure you have recent comps on at least 3 other properties in the same neighborhood & of similar configuration.  2. 

Their name then appears and is highlighted in blue and they get an email telling them they have been "mentioned" in a post if they configured their account to do so. 

Those properties need to be similar in configuration and in the same neighborhood.
