Assuming this will be an investment property, I would also allot for a longer lease up time, as tenants in general are fearful of leaving their houses.

To my knowledge there's no way to control daily usage, but it can still be used at the decreased bandwidth once your monthly allotment has been used.

Also I thought about trying to create a land buyer list to reach out to but it seemed like allot of the land buyers were people who only bought 1 piece of land so I would hardly call them investors?

I think next time I'll spell out in my contract that if a certain percentage of the work (25%) is not done by 25% of the total time allotted for the job, I will have the option of ending our agreement.

Make sure you have a forwarding address for the tenant so you can mail your determination and refund (if appropriate) within the allotted time period.

There was no rent concession offered to the other tenant, however it was made very clear to him that there would be construction/noise for the allotted time (which ended up being more than originally mentioned).

You can usually go on the housing authority website and look at the allotted rent amounts per zip code per county.
