If the borrower themselves need weeks / months to get plans and permits for construction, and does not provide all docs in a timely fashion, we can only go as fast as the borrower provides what we need. 2.

@Bruce Bennett this is a super important question and it doesn't just apply to lenders. 

That they don't service their loans well, lag on draws, say they can close fast but don't etc etc.
