it is illegal to offer Less than fair market value of any property in the fire area that is less than what the value was as of Jan. 6 2025.

It sounds like you're trying to do right by your other tenants while also being fair to this one, but it’s clear the situation can’t continue.First, it’s great that you’ve already put quiet hours in place and handed out notices—smart move!

Be careful not to violate any Fair Housing laws during this process.

We have our own design team, contractors, and real estate agency under one roof, which saves time, cuts costs, and improves communication across projects.

I know this is above and beyond what most municipalities require, but being fair will make the whole process easier.Additionally, a new landlord can reduce the 60-90-day notice by offering more moving assistance (cash and/or labor) if they move sooner rather than later.

The property is in a great location,  close to stores, restaurants, fair grounds, freeway access, and less than a mile from hospital.

At this stage of your life, communication skills are most important so be sure to develop those.

I'd recommend communicating more with the PM directly.
