The property is obviously more attractive as a 3 BR and I'd love to be able to buy it as a 2 and rent it as a 3 but don't quite know what to make of the disconnect between the listing and the county records. 

A problem with electronic gates is it they are often very simple to open by disconnecting the chain of some other mechanism.

I don't know about you but I rather buy for pennies on the dollar after the bubble bursts rather than buying today at top dollar prices that are so far disconnected from reality that they make no sense whatsoever.

I do drive for dollar and found code violation property and I used batchlead to skiptrace and got 4 phones numbers and when I call the owner it ring for three time and said the number you have reached is disconnected.

Also, is there a way to disconnect their portal payment, although if that happened they may just stay and not leave without payment.
