Long term, relying on brokers and relationships may be the most reliable way to get deals but when you’re starting out nobody is going to bring you the best deals since you don’t have a track record of closing commercial deals (which is much harder than residential IMO).

So I am just wondering what some ideas are that people use for affordable, reliable and repeatable designs in kitchens and bathrooms. 

If they have a reliable team of third-party contractors, leasing agents, and a good software it's doable. 

From HR/Admin's internal perspective, if they NEED someone at Nursing Station 23, it needs to be one of the reliable and consistent people.

You will also learn management and maintenance or at least build up a reliable source of folks to trust for those endeavors.

Many parts of South Philly are good rental pockets with higher rent so hopefully you're getting better, more reliable tenants in there that don't require as much management.
