No offense to anyone that works there, but anyone can work there.

You should have a schedule for fines, typically track them only for 12 months, during which you might have an initial "warning", a second offense fine of $25, third of $75.

Anyways, here we go....There's obviously places that are in the middle of nowhere and no tourism flow to speak of (North Dakota comes to mind, no offense to any highly successful vacation rental investor there *crickets*) so those are not great places to start a vacation rental if there is not something nearby for people to go visit.

KC had a bunch of decent looking Turnkey companies and was really the only city I saw that had increasing population (no offense Cleveland but that's not where you want to be) and ok looking turnkey.

The first thing to recognize is that performing certain work as an unlicensed contractor is a criminal offense in Florida, and the penalties for that are far more severe than for having unpermitted work on your property (this can be corrected after the fact).
