I normally repaint the place after tenant moveout, and nowadays I use professional painters.

Since you have already picked your unit, I won't mention location ;).I would start by saying that nothing beats getting a professional painter in to do the place.

The painters, who did 80% of all the exterior paintwork, they want to get paid. 

I am guessing she uses a special painter who kicks back some of the charge.

For example, 1191 Westmoreland is currently on the market for $400k (a little bit on high, but not too far off).

what drove mass vacancy in some markets  was that new construction and all construction halted.. were do you think all those construction workers went or did... this is what killed AZ  central CAL  FLA  GA  huge construction booms were going on and came to a screeching halt.so everyone from foundation to framing to sheet rock to painters everyone in the trades were affected.. and guess who most of their workers were..
