Have the spouse, kids, dogs live in Established city of Sacramento or Fresno , have temp living in S Jose , save $150k+ , essentially saving time and $$$. 

They usually do not have first and last months rent and deposit to go somewhere  so they end up moving in with family for a temp situation.People say they will repay you but when they look for a job and it comes to them eating, being comfortable with utilities, or taking care of their kids then your rent goes to the bottom of the list.

It could also be high occupancy and low AC temps. 

BF didn't have rental/job history because he was in Chicago Public Housing, worked temp jobs and had no W-2 or tax return for prior year.  

If a tenant asks for a lease modification because of a loss of job permanent/temp/reduction in hours/reduction in pay.

LOL....and her temp has gone down to close to normal, but she's taking no chances. 

They may be thinking you want to bury your pipes under the property when you are only requesting temp access to perform the work. 

With the hot water heaters in each unit, they could control the temp of the water, too.Each unit also had it's own gas wall heater.
